I am very sorry there has been so much delay in sending you some material on the subject of policy towards Hong Kong for which you asked in your letter
o. 203 (2/342/45) of the 21st February.
2. You will, however, have subsequently received my letter of the 24th April in paragraph 8 of which I recorded what the Prime Minister said to General Hurley on the subject, and also my letter of the 30th April with which was enclosed a brief on Hong Kong for the San Francisco delegation.
3. I now send you (1) an earlier note on Hong Kong, dated the 28th February, prepared in the Colonial. office together with copies of the two letters from the China Association which are referred to the rein; and (2) a note on policy regarding the future status of Hong Kong prepared by the Colonial Office for the guidance of their representative at San Francisco.
Yours ever,
(a) (J.C. Sterndale Bennett)
Sir Horace Seymour, K.C.M.G., C.V.O.,
Chungking.
